I am trying to add a new scene now.
I type in the Name at it tells me the name is already being used.
I check and double check my Scene names and the name is not there.

The name is being used as a Source name.

Why is OBS saying I have a Scene name when I don't have it?

Use a different name. Scenes can be used as sources too, so you need a different name.
OK thanks. Is there a way to 'reset' OBS?
By default I don't see File/Save like I see in most programs.
So OBS seems to want to save things own its own.

It doesn't seem possible to have two or three different OBS files, each with its own set of Scenes/Sources.
And I could choose which file I want to load at the start. If it's possible how can I do that?

Back to this issue...
Is there a way to delete a scene/source in such a way that OBS does not remember its name after it has been deleted?
I recall deleting a source only have its name continue to appear in the sources list.

Look in the OBS top menu, Scene Collection.
Inside you'll see the way to create multiple scene collections.

To complete remove a scene/source, just delete it. If you added the same source in multiple scenes you need to remove this source from each scene.

I am new and not new at the same time. I've been with OBS for close to a year now.

First I would like to know if I can open totally different OBS files like I can in most other programs?
In each OBS file I would have its own scenes/sources etc. None of these files would know anything
about each other.

As far as deleting scenes/sources are concerned, I have done that many times before, but OBS seems to
have a memory of its own.
I will delete a source but when I try to create a new one it will still list its name in the names of sources!
Same goes for scenes. I will delete a scene but its name will still be retained on OBS's memory and it will tell
me I can't create a scene with that name because it already exists!

I don't want to create Room1, Room2, Room3, Room4 for the same room! It obviously would get confusing.
I want to delete Room1 and then create a new scene/source with the same name (Room1).

To completely remove something, you gotta delete it from every single scene where it’s used. Since you’re new to OBS, check out the official quick start guide – it’s linked above and will save you a lot of headaches.

What you are referring to is a Scene Collection, as @PaiSand referred to earlier
That is the settings of Scenes and Sources.
