OBS and StreamElements Issue

Hello, I'm not sure if this should be an OBS issue or a StreamElements issue but I am at a loss. My OBS won't display the Kappagen explosions for event triggers AND won't display the event notifications using the element features. This was all working fine a week or so ago but now it's suddenly not working. I can attempt to emulate a follow event or subscription and nothing happens. I can put emotes in chat and they display but nothing else will.

I have tried:
  1. clearing the OBS browser plugin cache
  2. removing SE.live and re-installing
  3. clearing cache on the individual browser sources
  4. clearing cache on my browser
  5. removing the browser source all together and replacing it
  6. creating an entirely new Overlay AND Notifications Element
  7. starting a new scene collection
  8. restarting
  9. looking for updates
  10. checking for missing files
  11. logging out of twitch and back in
  12. reconnecting twitch to obs
  13. reconnecting twitch to streamelements
I am at an absolute loss. I've been trying for a week to fix it. I probably left out a few other things I've tried. Please let me know if you can help me
